Handle on outboard won't turn freely

I just bought my first outboard, a used Johnson Seahorse. I don't have the serial number with me but I believe it's a mid 80's model. Last weekend I couldn't get the handle on the motor to turn to the start position, or any other position for that matter. It seemed to be locked in place. The lever on the side of the motor said it was in neutral so I'm guessing that wasn't the problem. I will get the serial # off the motor soon but I was just wondering if anyone had any general guesses as to what the problem might be. I'm a beginner so any help is appreciated. Hi fishinwolfe<br /><br />Try to put it in gear and turn trottle handle back. If motor is stopped in gear, and forced to reverse, the neutral trottle limiter lever will lock trottle where it is.
