I have a 1989 150 HP Evinrude that runs great, the only problem is it's hard to start when cold and when I stop for short periods of time it's hard to restart.

Cold Start: When it does start there's very little normal smoke.

Restart: After running a few mile & stop for a short period it's hard to start, when it does she blows some smoke then clears up.

Regardless of the starting issues she runs and idles great, she has 90 Lbs. in all 6 cylinders.

While out yesterday I try letting it run after I stopped for a couple of minutes & the restart seemed easier, but if I turn it off after a short run it was a hard start again.

Plenty of battery power and turns over great.

Carburetors rebuilt about 50 hours back.

Any help would be appreciated.

I'm going to try new sparkplugs today & see if that makes a difference.

It's really hard to start when cold if the fuel primer (choke) solenoid is not working. You can test it. Pull the tiny hose off the small brass hose barb on the top of the upper carb. Prime the fuel bulb, turn the key to on and push in on the key turn it to start. You should see fuel coming out of the small hose by the carb. That's normal. If it flows fuel, reattach the hose. If any of the carbs tend to "leak" a little fuel, especially if the engine is tilted up, the fuel will accumulate in the bottom of the airbox. Any excess fuel will get sucked back into the bottom cyl while cranking and it may act like it's flooded once it starts. It will smoke somewhat till that excess is burned off in a minute or so. I'd also check the small hoses on the front of the engine to make sure they are not cracked/leaking. That's both the fuel primer (choke) hoses as well as any recirculation system hoses. The do tend to deteriorate with age.
