My 1955 Evinrude Fastwin 15hp runs well, except for some needed last minute tweaking. However, with the recoil starter assembly installed, it is almost impossible to turn over by pulling the cord/handle. Without the starter assembly installed it will start with a rope wrapped around the flywheel and giving it a smart tug. The starter assembly rotates freely, rewind spring is ok, pawls engage flywheel, etc. Any idea what gives here? I would prefer to operate the motor with cowling installred as it looks prettier, but this is not an option if I have to use the rope on flywheel system.

Never seen this,but a couple of ideas.Recoil is too close to flywheel.Flywheel is too close to recoil. Not joking.

Could the center spindle in the recoil be wrong part?Or could someone have assembled it with make shift parts?

I doubt the flywheel isn't seated.It would shear the key.Could be the wrong ratchet on top of it though.

Possible wrong diameter rope,but that's a far guess.

Any chance the rope is too short ? It should fill the pulley right to the outer edge.Not sure on your engine,but on larger ones the pulley hub was elliptical (oval is a better word) and actually "timed" the recoil to the compession stroke.

My first thought would be the rope is binding somehow.
Perhaps a wear spot that it passes through is pinching the rope.You might try cranking it with the plugs out perhaps you can see where it binds if you can crank it.
There is a mention in the factory manual about a modification made to the pawl system the later ones not having return springs.Its not clear if a missmatch might occur causing it to jamm.Perhaps the spindle is worn allowing the pulley to **** and jamm under strain.

The 1955 models were harder to pull than the newer ones. The newer ones had the elliptical rewind pulley. However, it's hard to imagine anything making it that hard to where you have to remove it. Check the recoil housing where the rope runs over the aluminum. There might be a groove worn in the metal. Heck, I've seen them worn clear through! Can't be anything with the pawls, I wouldn't think. Could be lack of lubrication of the center spindle, but then it doesn't seem like it would recoil if it were that sticky.
