Hard shift from Forward to Nuetral

My motor is a 1962 Mercury 700. I'm hoping for an easy fix for this problem.(Although nothing is easy)
It is a very hard shift form Forward to Nuetral. Nuetral to Reverse and back is fine. Any suggestions would be great.

Might this be in the Control? How is the shifting when you take the shift cable off and move the shift lever by hand?
