hard starting 60hp merc

My 2002, 60HP merc is hard starting at times. This usually happens after the eng has been tilted for awhile. At times it might take 6 or seven times to try and start, sometime I need to use cold start. After it starts it sometimes might stall out before throttling up. At top end it runs good and will stay running until shut down and tilted awhile. I am considering rebuilding carbs and fuel pump. Anybody have any other suggestions as to direction to follow. pump the bulb and use cold start every time!!!! thats what they are for
