hard starting Merc

Ok I did the search and I want to see if this fits. 175hp mariner ser#516419 Its hard to start primer is good and after choking I have gas RUNNING out. I was figuring carb rebuild for this happens hot and cold and seems to be getting worst. Would this be the right next step. Spark good choke fine fuel good runs great IF I can get it to start.

I think it is hard to start because you are flooding it. You have some leaking float valves. Either clean them or replace them.<br /><br />But you already knew this. Now - just do it
