Hard starting when engine cold, fires right up when warm.

Hey everyone, I have a 1969 Evinrude 115hp V4. It doesn't like to start when cold, but is fine after it is warmed up. I usually have to pull start it to get it going as the starter will get one *wap* out of it before not having the cajones to turn it over anymore. I have replaced the starter and still the same. It has done this since I bought it. I had done some ignition work to get it running, including replacing the distributor. I forgot to mark its position but I think I got it back in relatively the correct position but have yet to set the timing. I think if it was the timing I'd have issues when it is hot as well. Previously when I had the lower unit off it spun much easier. I think the impeller is creating a lot of drag until the housing is wet, but even with muffs on it it still cranks over like this, wouldn't water pressure force it to fill up? The impeller was all in one piece when I took it apart but it did drag quite a bit until I wetted it. Is there something I should replace or do differently in starting it?

Does one of the temp sensors have two wires coming out of it? If so, one is a cold temp sensor that the power pack uses to set the timing to make cold starting easier. If the sensor has tan and black/white wires, disconnect the black/white wire and see if its easier to start. That would indicate that the sensor is bad, and telling the power pack the motor is warm when its really cold.

Brand new battery as of last year. Granted its not a marine battery, but its an Everstart Maxx 1N...which is 1000 CCA and works fine to fire my 6.9L diesel, so it should be just fine.

Took a quick run outside before it is dark out. From what I can see the temp sensor only has 1 wire. I'm using a brand new CDI Electronics pulse pack. Now that you mention it, it probably isn't timing due to the fact that it did this even with the bad pulse pack (no spark). Which leads me to be almost positive it has something to do with the impeller. A buddy of mine mentioned that the impeller housing is supposed to have a stainless lining in it, but I believe mine was straight aluminum housing no lining. I'm guessing that after the thing gets a few rotations in it and the impeller is thoroughly wetted (lubricated) the thing can spin-over because there is less friction. Any idea as to what could be making it drag so bad?
