hard time starting

I have a 1975 Johnson 115 that has been stored for the last 12years. We just replaced the water pump and the lower unit oil. When trying to start the motor it floods out and is vary hard to start. When I can get it started it seems to run good. I haven't had it in the water yet because we are putting in a new floor but hope to have it ready for this weekend. Can anyone tell me what I need to do so that it will stop flooding out? Thanks

I would recommend carb kit installation.Likely that your float valves are not seating,Or floats are sticking.
