hard to start 15 hp evinrude

Have a 15 horse evinrude that's hard to start. I have to pull it about 30 times continuously and then it will start up. Runs good at high rpm but will shut off at low rpms...And then after another 30 pulls it starts up. I've tried using and not using the choke. I noticed when I pull out the choke so the butterfly closes of the carb and I pull the engine about 10 times that a very small puddle of gas will collect in the carb. Is this flooding??? And is it best to rebuild the carb to fix the problem. The air valve on the tank is open, the ball is pumped till firm, there is spark, there are new spark plugs...I think it is a carb problem. Where are the points on this engine???

Had same problem with my 9.9. It was an ignition coil. I also added electric start (30 pulls wore me out!)

The points are located under the flywheel (that's the round unit with teeth, under your pull cord mechanism). You will need a wheel puller to get to them. Most auto parts store will rent you one for about $20.00. The tune-up kit is about $25.00. And yes that is flooding. Might be a sticky bowl float located in the bottom of carb. It also comes with carb kit. Personally I think you need to rebuild the carb. The kit for that is about 20.00. I hope this helps.
