If an old outboard turns over, but is not so smooth to pull start, what does this mean? i haven't tried to start it. i was going to just use the electric start.

If it is a multi cylinder engine, you will feel every compression stroke of the engine, when pulling the rope.

Doesn't that one have compression relief on it to make it easier to pull? If so, mabey it isn't working right. Look for a linkage between the pull start and the head.

The mechanical, turning affair on the left side of the head. Like this head:

But I'm not sure that your engine is supposed to have it or not. It lowers compression by opening up holes in the head when you pull start the engine.
The head pictured above is a little different from yours because of the thermostat on the right side (when viewed normally).
