Have to 'jump' into gear

When I go to shift into gear either forward or backward I have to what feels like jump or move the throttle quickly up a bit. Maybe a quarter of the way up and on the top end it feel like it just won't go wide open. Any ideas on why this might be happening?

It is a 1977 mercury 50 hp
