Having trouble with my inline 6 850 mercury

running into a problem with my outboard. It's a mercury 850 inline 6 cylinder. Serial number 1687733. I figure it's a 1965. I've done a water pump impeller replacement and it's stuck in forward gear, can't shift in reverse or neutral. It went together smoothly, nothing bound up. I have been looking for a repair manual and can't seem to find one for an 85hp.

Take it apart again.------Now put lower unit in neutral.-----Have control in neutral.-----Assemble.------Or put lower unit in forward and control in forward and assemble.-----Your choice.-----Easy job when you understand how it works.
