Head bolts question 72 evinrude??

Why on the parts diagram for cylinder and crankcase, for my 72 evinrude 18202r does it show needing 10 head bolts and only 8 washers. Parts # 22 and #30. Do two of the head bolts not have washers? I have 10 bolts and 9 of them have washers. Just a little confused and if I only need 8 washers which 2 bolts don't get washers??

Id put them on all the bolts.
