I have a 1986 OMC 4.3L V6 Mercruiser engine in my Galaxie boat. Firstly I don't know how to look for parts for this so that would be a big help in general.

What is the head gasket set I should buy that will fit that engine?

Does anyone know if this engine has an oil cooler? Or why chocolate milk would come out of the exhaust (there is two tubes that go to the filter flamer arrestor and chocolate milk came out of those when revving it after running at idle for a while.)

No oil cooler

Head gaskets are almost never the issue

Marine gasket set from felpro for a 1986-1995 4.3

Agree with Kenny, you most likely have a busted block

Its coming out of the oiling system. There's no chocolate milk coming out of the exhaust there's no smoke coming out of the exhaust its only milking in the oiling system.

also there seems to be a locking mechanism on switching it into gear and rotating the prop

Pressure test the cooling water jacket. If the block isnt busted, it will hold 15psi pressure.

When a block gets busted, the cooling water mixes with the oil

I would be ready to have the boat engine checked out for major damage. Before THINKING about spending a penny on any part
