This could be a normal condition given the engine/outdrive combination, but wanted to run it by everyone.
At speed, under all power levels, steering feels good, my wife and teen kids can steer without problems. At/near idle steering is fine as well (maybe not as direct as a car of course, but its fine). The issue is at slow speed when the throttle is applied.
For example, at slow idle in a fairly tight turn (either direction), if the throttle is advanced, the steering will get VERY heavy, to the point I can't turn it, much less the wife or kids. Backing off the throttle eases up the resistance, leading me to think it might just the load/pressure of the outdrive trying to accelerate the boat, and in the process loading the steering to the point it won't move.
For clarity, this happens when the wheel is turned, throttle is applied, then you attempt to straighten the wheel without adjusting the throttle.
