I have 17' mako with a 140 evinrude, it also has a jack plate, the cavitation plate should be even with bottom of the boat. does the 6" set back of the jack plate change this height?

Yes, Okam.

The water rises after it comes off the transom. With a 6" setback it is about 1.5"-2" higher on the leg than without the setback.

Raise her a hole at a time until you start to get prop ventilation, then back off one hole. My guess is 2 holes higher will work best, but you have to try it out.
