I have fitted a new water impeller on my long shaft engine and when testing the engine in a barrel found that I needed 6 inch of water above the vortex plate to ensure good water flow at exhaust when level dropped to 4 inches water flow fell away. Is this normal or have I a seal leaking? Also at tick over the level of fuel in my filter bowl looks very low have I got fuel pump problems as well? this filter is fitted the fuel pump and carb. is this correct ?

you have to have the water pump submerged to prime, but should pump as long a the inlet is submerged, maybe in the barrel there was too much turbulance. are you sure you installed the impeller with the vanes going the right direction? the fuel pump i'm not sure of.

The water needs to be well above the mating line of the lower unit and midsection. The water pump will not pull water up into it so it must be submerged or have water forced into it, such as using motor flushers or the boat and engine are under way, to operate properly.

I fixed the vanes so they would sweep towards the outlet is that right ?

Vanes should be swept back as would be caused by the clockwise turning of the driveshaft. Looking down at pump.
