Hekp stuck rudders

My Chris Craft 27 commander's rudders won't budge.Is this a common problem?IS there an easy way to free them up?

Pull the steering cable off & see if the rudders or the cables are stuck....;)

No the cables are not stuck. the rudders are.I can turn the wheel.I can't turn the rudder when I put a big crescent wrench on it.and the cables loose

sounds to me like the boat needs to be hauled. if it isn't. froze up in the thru hull.

If your out of the water.......There should be a packing nut then a lock nut. You could try loosening those. It is also a good time to repack the rudders. Do you have vee-drives ?

The boat is at my home.I have it up on beams until my stands get here so I cant get in it for a couple of days.It does not have v drives it has the paragon straight drives.I think I have to pull my fuel tanks to get to the nuts on the rudders.My intentions are to reseal the rudders propshafts and the propshaft mounts.But the rudders are locked up tight.I just got the boat home today.It has been sitting for 3 years dry.I am sure the dry salt has these rudders at a stand stil but I don't want to do any damage when I remove them.

You need to remove the rudders? That could take a couple a days of wrestling. The packing is in the rudder packing nut itself on alot of them, if that helps.
If I have to remove any rudders again I'll consider using some heat from maybe a heat gun, from under the hull. With all the safety considerations first and foremost.
The Paragons are overbuilt transmissions from what I've been told by a rebuilder/supplier in FL.
