Helllllp Again!!! Problems with my boat shifting into gear

Ok so I finally got this thing going and it seems to run and sound great!! Freshwwater cooling system is functioning. Not one drop of a leak anywhere.. But now I have a new problem. I need help. I cannot get the boat from what seems to be in forward and into neutral or reverse. I was looking at the shift cables and i removed the lower cable and manually moved it. It doesnt seem to have any type of tension at all should it? I also hear some sounds on the outdrive where the cable goes but I dont feel anything actually happening here. what troubleshooting things should i be doing?
Oh its a mercruiser 165 4cyl with an Alpha One

What are the serial numbers of the outdrive and engine?
Have you or someone else pulled the outdrive off before?
What have you done to the setup so far which may impact your question?
