Help ! 96' Merc 40 hp 4 cyl Restarting problem

This motor starts and runs perfect out of water but everytime I take it out I have the same problem after I stop for a few minutes and try to restart it I have trouble It hesitates to start I have to push throttle up high and choke the motor ,when it starts at first it kills a couple of times while trying to accelerate. If I push the throttle hard (accelerate fast ) it will run perfect. The motor runs fast and good at high rpm's but if slow down and decrease throttle to low rpms (like trolling it will sometimes kill. I have replaced two primer balls and both fuel tanks and new put new fuel line to no avail. Ihave noticed fuel leaking from carbs ( possible flooding) Help ! By the way if I restart it immediately no problem it only after it sits a few minutes. I now put in the shop twice and they only take my money. Thanks so much. for any suggestions.

when you prime the bulb will fuel run out the carbs ? pump it up and hold the bulb squeezed on the last pump it should hold pressure - dont try to kill it just give it a fair squeeze . if pressure drops or you do see fuel leak out carb -its time for a carb rebuild - its very easy and just a tip for setting the floats - just bend the tabs to get the float to sit level ( paralell) to bowl that will be a good overall adjustment and works on 99% of all carbed mercs - as long as you get the needles to seat your good to go .
