Help identity this part on Johnson Ocean Runner 115hp Please

I'm trying to connect up this engine after a rebuilt (95 Johnson 115hp 60degree V4 ocean runner), but got confused on the part circle (nipple bottom part of engine). What is it and where does it connect to? Is it connected to the blue circle? There are actually two cables shown like the blue on each of the engine, I assume they don't go anywhere , so it doesn't makes sense to connect only one. Please help thanks.

Part shows to be : 0340767 NIPPLE, Lower drain on BRP wesbite. Thanks.

The starboard side balance hose goes on drain nipple and the port side hose goes to front airbox drain nipple...

Thank you. When you say "front airbox drain nipple", is this nipple located on the air box itself ?

The starboard side balance hose goes on drain nipple and the port side hose goes to front airbox drain nipple...
