Help, impeller change on 25 1977 evinrude...

I just got a 1977 25 hp evinrude, it starts but no water seems to be going thru the motor (no pee), I am guessing i need a new impeller, I tried to take the lower unit off, I got all the bolts off, the unit will drop about 1/2 an inch but will not come off, am I forgetting something? it feels like it is connected to the shift linkage or something, when I try to pull it apart the shifter moves a little bit.

remove the small plate on the starboard side half way up the mid section and remove the bottom bolt.when reinstalling make sure you have the cut out lined up perfectly in the bolt hole or you will strip the bolt.

You also need to disconnect the shift rod. There is a plate in the middle of your lower unit that has 2 screws. remove these screws and you will see 2 more brass screws. These screws clamp around the end of the shift rod. Losen the lower screw and you might have to pry the brass fitting open a little. A little trick to use is....
once you have these screws loose, have someone shift the motor in and out of gear as you try to drop the lower unit.
