Help interpreting stator test results

I'm somewhat a beginner at doing my own engine work on my 1983 V150 and need some help with figuring out what the results from the testing I just did means.

I tested the engine per Seloc manual and got the following results:
Ohms Between:
Blue/Wht & Red/Wht leads - 2.6 Red & Blue - 2.7
Red/Wht lead & powerhead ground - 68

All of these come in below what the manual says.

I researched a little more on here and found a post by Laddies that had specs and procedure from CDI http://forums.iboats.com/showthread.php?t=224065&highlight=switchbox+testing

Those results are as follows:
Blue - 0
Blue/Wht - 0
Red - 68
Red/Wht - 68

I know the DVA testing is much better but like I said I'm new to this and don't have the DVA tester yet. Based on the results I got what should I do next? Any help would be much appreciated.

The blue (low speed) side of your stator is open, burned out you need a new stater.

To further simplify Laddie's interpretation:
it's broke.

Could that be the cause of my not being able to get past about 2800rpm even at WOT and some battery charging issues I've had as well?

Yes, be sure to test the rectifier too
