Help Me ID Brass Nipple on Int. Manifold '99 Evin. 70 HP 4 Stroke

There are 2 nipple fittings on the aluminum intake manifold. One is an elbow pointing upward that connects to a hose from the silencer. The other is a brass straight nipple that points directly toward the throttle body and it's the one that I'm asking about.

On the used boat/ motor I just bought, the nipple isn't connected to anything and it's drawing air directly into the manifold. Due to the volume of air, it sqeals like a bad bearing!

Is it supposed to be connected to anything? Seems strange to me that it should be left open.

Any suggestions?
