Help me ID this motor.

Got this old johnson and the ID tag has been removed. I know its old. Probably 70's but I would like to put some effort into getting it running. I can't get the manual without an ID. I don't even know the horsepower.

Im going to give a guesstimate,20 hp 1970 ish evinrude its blue,but has been painted ,could be a johnson I know its not enough for you ,but you might be able to do some google,or classified with my guess and add ,subtract yr.Possibly a 25 hp ,but Im leaning 20.Have you looked on top of the eng.block for the quarter sized disk with numbers on it.They do fall out,but just wanted to give you the hint.Heres a link to one for sale , http://providence.craigslist.org/boa/723367619.html

I know it looks like the plate is there but it is not. I thought it was painted over but I stripped it all the way down to the metal, and there is nothing. I think the plate was removed but the two pins that used to hold it are still there.

What about the nickel sized welch plug on the engine block?

what do the numbers on the disk signify. I don't believe it is the model number...
