HELP!! mercuiser 350 alpha one gen 1 motor no stall when shifting gears fwd or rev

i just replaced my lower shift cable and it seems to be operating well but for some reason im getting no stall between shifts the switch is working because when i pushed it manually it kills the motor , i dont know why the lever isnt activating it any help i'd be gratful
