HELP - Mercury with no power

I have a mercury 850 4cyl, 196x model. I put it in the water the first time yesterday. It is in forward when it cranks (thinks it is on neutral).<br />that me be a cable adjustment.<br /><br />I have to crank it at full high idle and it will only run at full ahead. slow either down and the motor dies.<br /><br />I have replaced the plugs, changed frayed wires, changed foot oil, impeller.<br /><br />What next carbs?

Sounds as if something is wrong. I'm not sure about your year of make, but nowadays (and some years back) motors simply can't start if not in neutral.<br /><br />If such a 'start-prohibitor' is not working properly, you may have an engine that want's to but can not run.
