Help Needed 115 60 Degree Evinrude Intruder

I am havind a very wierd condition that has been happening since rebuild, when proped to run 6000 rpm WOT. After shutting down it dosen't want to idel where it normally does, +/- 1000 rpms, it idles up to 2000-2500, like it is in fast idle, does not sound very good, can do this for 5-30 seconds, if it does it more than a few seconds, I normally shut it off and wait a second, restart and it is fine.

If I a propped to run only 5600 rpms WOT it does not do it, if I slow does for a couple hundred yards before shutting down it does not do it. If I do not run WOT it does not do it

Also, the warranty sheet from where the powerhead was purchased from Red Rhino OBR and installed by my local shop. The spec sheet that came with the warranty info said for the shop to Install .002 larger main jets, retard max timing 2 degrees. It also mentions using a higher grade gasoline, 91-94, however that is unavailble where I boat, and the compression was not changed?

Any ideas,

The motor is a 1998 Evinrude 115 60 degree looper
Think I will have the plugs changed, and the dealer is going to check the trottle movements, they think it may be sticking open??? Not sure, the plugs sound like it could be the porblem as there seems to be a lot of literature about only using the Q series plugs
