aloha, while im not very familiar with outboard motors, in cars, usually a clicking sound when trying to start is a bad starter. might want to check resistance to see.
dead battery, bad terminal connection. stuck starter shaft. all places to start. or the solenoid. test battery in your truck or car or with a meter. if its not holding charge that could be it. mine last week did the same. the neg terminal was loose. a tap and snug with wrench it fired right up.

Check all connections.
Then check the solenoid:test light on both terminals as someone turns the key.
Light on both?Then the starter is bad.
Easy to clean and repair.
