HELP.....problem with my 1989 Evinrude 48SPL!!

The last time I took my boat out was about a month and a half ago and everything worked fine and ran well. I went out about 2 weeks ago and when I tried the manual tilt lever and lift the motor the lever moved but the motor would not budge. Any ideas?? When I bought this motor this part was broken:

It screws onto the tip of this piston:

And then snaps onto the back of the long skinny lever you see here to tilt the motor up and down:

The black plastic peice is cracked, so that is part of the problem. But if I remember correctly, I just took a pair of pliers and moved the piston and was able to move the motor up and down and it will not budge this time??? Also I don't have a manual for this motor and do not know where to get one without having to order one. Does anyone know what that smaller fatter lever is for and what/why this piston will not move?? I appreciate all the help you can offer!! :confused:

The part probably broke because the piston was froze up. You could try some PB Blaster on the piston and see what happens. These units were okay when new but as time went on they sucked. Try shop.evinrude.com, look up you mtr and maybe the parts diagrams will help you out.
