Help - Starts early but not often - Video

I posted last week and got one responder who guessed I had a sparking problem, but now I've added a video link. My 1999 Evinrude FFI 115 usually starts right up when I first put in, but the more I cut off (to fish/ski, etc.) during an outing, the harder it is to start back up. Here's a 53 second video-I'm hoping the audio will help describe the problem. As you can see, I try neutral as well as fast idle (which sometimes works), but in the end, I just had to let it sit for about 20 minutes today. Any insight is appreciated.
