HELP - Stator test for 88 Force 50hp - Do I need a new stator?

My engine measures 12.5v before starting across battery and 12.5v at idle. I installed a new ignition switch a month ago and discovered the tach wire was attached to the accessory pin on the switch. When I installed the new ignition switch I left the tach wire off. This was 12v connected to the AC side of the charging coil on the stator.

Because of the two issues above I decided to check the resistance of the charging coil. I measured the green/yellow wires and it measured an open circuit. I believe it should have measured around 1k ohms.

I need a new stator - wouldn't you agree???
