HELP - Trim cylinder leaks around rod when going down after installing new seal kit!

1989 Evinrude 40, TLCEC. Trim cylinder used to leak around rod when just sitting on water. Installed new seal kit. Works perfectly going up and will hold motor up overnight with no leaks but leaks going down. Any suggestions appreciated. Can't figure this one out!!

Sounds like a defect in the trim rod, causing the seal to leak. Did you replace wiper as well? Can you feel any scratches or dents in the trim rod?
