Help! water pump issues with both motors

Hi Everyone.....I have 2 motors both 1976 85hp one is Evinrude one is Johnson....Almost identical...my guess is they were made on the same assembly line.

I got the Evinrude to fire and run but it stopped peeing shorty after so we shut down.....put the Johnson lower on..still no pee....disassembled both...Impeller looked worn but not too bad on both lowers....Replaced the impeller following the instructions in the manual to the T..... still no pee...replaced the Vernatherm...no pee....lightly pressurized the up tube with air...came out of each head so not thinking obstruction..... bought a new water pump kit replaced everything with new parts.....This time I took the lower and submerged in water....I put a rag around a socket and gently slipped it over the splines...I was able to rotate the shaft at a fairly rapid pace....NO water being pumped..installed and turned the engine without connecting fuel line....no water circulation( I removed the hoses to the heads so I could check) So I've tried 2 different lowers and still no pumping....They both sound like a straw with a hole in it when your drinking a soda...kind of sucking air...As I spin the drive shaft....is the an inherent issues with these lowers? I'm stumped

Are you sure you have it properly submerged, the water pump needs to be completely under water.

Fed is correct, the water level should be at least 6" above the pump.

Are you sure these motors had a " pee tube " on them.----What / where / how are you determining the the waterpump is not working !!!

Fed is correct, the water level should be at least 6" above the pump.
I first had them on muffs...then submerged to the cavitation plate....so I guess i'm not deep enough....my question is...do some boats run on muffs and others don't....my alpha 1 outdrive on my 23 ft Searay does just fine on muffs..... my 63 merc 500 peeed like a race horse on muffs or submerged to the cavitation plate...so I guess I'm a little confused..can someone elaborate?

They have 2 holes just below the bulk head on the backside of the motor....when the Vernatherm opens water exits through those holes

Since you said it was peeing and quit, have you checked for a blockage in the pee hose?

There are no hoses...there is a chamber about 3 inches under the Vernaterm its about a inch and a half in diameter that exits to two holes....everything is clear no obstructions...Iv'e pulled the hoses just before the vernatherm and no water is making it that high...I can put air up the up tube and it comes out of both heads... I believe I've ruled out circulation of the cooling system?
With my merc 500 I submerged the lower to the cavitation plate and spun the drive shaft...I could see the water pump pushing the water up....that doesn't work with either of these lowers?

I determined the pump wasn't working when I tore it down and it had burnt up the pump housing and impeler

Are you sure you have it properly submerged, the water pump needs to be completely under water.
Ok...did as you said and completely submerged.....she peed like a race horse :) thanks for the advice.......I am a bit concerned...what happens when i get up on plane...if there is an issue in the lower... wont I start sucking air again?
