Help! Wellcraft 24 cuddy-cabin drain hole blocked

My 2000 24 cuddy cabin has holes in the bottoms of the fish boxes which let water drain into the bilge. On the starboard side the water is not draining on back to the transom area, and is so high that not all the water will drain out of the fish box.

Where is the hole that allows this water to drain into the rear compartment at the transom, so it can be pumped out by bilge pump or go out the transom drain, and how do you get access to it?

I removed the large plastic panel with the fishing rod holders on that side, and can see the water down there but couldn't locate a hole in the bulkhead by exploring around with a stiff wire.

My 2004 22 foot Cuddy Cabin has a small hole at the bottom just beneath the larger drain hole that will get clogged very easily. The hole is small enough that fish scales, leaves etc will block them. I keep a metal skewer in each of them that keeps them open. The water drains directly out of the transom drains. If you can see water behind the panels maybe your transom drains are blocked.

In my 2002 24WA, the fishboxes are drained using a pump activated on the dash. A rubber plug is placed in one or the other of the holes at the back of the fishbox and the pump is activated and it pumps out the unplugged bo. Then the plug mis switched to the other fishbox and the pump activated. If the fishboxes drained into the bilge, think of all the fish odor that would build up and that you couln't wash out with soap and water. The fishboes are gelcoated so easier to clean. If the 2000 WA is same as the 2002, there is a fishbox pump swithc on the dash panel.
