HELP with 1987 25hp mariner tiller removal lower unit

i know there has been post like this in the past but i need help i have a 1987 mariner 25 hp long shaft tiller model that i cant seem to get lower unit off all bolts including the one with the trim inoid has been removed it drops down about 1 inch but then stops not sure if it is splined or a lingage bolt any help thanks anthony

It is the shaft that makes it to go FNR. iT is just under the carb.
NO MANUAL?

Yes it has a shift shaft could not find any linkage thanks anthony

If the shift is on the handle.....if your looking at the carb, on the right side of the powerhead near the bottom, you will see a cam. The shift shaft connects to that cam. On the top of the cam there is a screw, remove it and pry the end of the cam off with a flatblade screwdriver. The shift shaft will be free and you can drop the lower unit.
