help with 8hp Evinrude,80y or so

Hi.i need som help.im thinking to buy used 8hp model, but the seler wrote:" ENGIN WILL START AND RUN BUT WILL NOT TICK OVER"-what this mean?
i cant get any explenation from the owner.
maybe someone can help me to clear this description.
