Tighten it up real snug, and back it off a little until you can get the cotter pin thru the hole.

On my Evinrude, it's 120 inch lbs, or 10 foot lbs, which is not much. Continue to tighten the nut to the nearest hole for the cotter pin, or maybe back off a little to align the hole. You just want it on there so it doesn't rattle. That's what I'd do anyway. Your mileage may vary.
