Help with Anchor Mount

I've got a 2000 Sportcraft 241 W/A with an anchor and windlass off the bow. My problem is that the bolts that hold the anchor mount to the bow sprit are loose. I can't figure out how to get at the nuts under these bolts to tighten them down. If I open my anchor locker and look forward, I can see the nuts up in the bow, but they are about 4' away from the locker door, up in the bow sprit, which has only about 5-6" in height where the bolts pass through. There is no other access panel that I can find near these bolts.
Any ideas, other than cutting an access hole from underneath?

Heres a thought...

If you can turn the bolts from top side, attach (duct tape, wire ties, weld) a wrench or ratchet/socket to a piece of pipe long enough to reach the nuts, then tighten the bolts. You might have to use a few short sections of pipe and thread them together if the locker has limited space.
