Help with boat

I have a Ford omc cobra 2.3 liter inboard I cleaned the carb and replaced broken parts in the distributor also timed the engine with a timing light the timing mark moves around a bit but not much and I set it at the spec timing I also replaced all 4 spark plugs now when I give it full throttle when it’s on muffs it revs up a little bit but not at full throttle and it runs rough and when I put it in the water and gave it full throttle it bogged and died it runs kind of rough at idle to almost like it miss fires but I checked compression and it’s 149psi all cylinders so idk what to do next please help

Bogging and running rough, mixture could be set too rich. Bogging and misfiring can also be a result of weak spark or no spark on one or more cylinders. Read the plugs. Are they black and wet with fuel? Do they all look the same?
