Help with Evinrude 18hp Fastwin

Trying to identify this motor. Has Fastwin on the cover and Golden Jubilee emblem on one side. I found a badge with two sets of numbers 15028 04556.

I would like to know the year and if anyone could point me in the direction to get a service manual. It has no spark but good compression and looks like someone rigged an aftermarket fuel pump.

Its also missing some carb linkage. Any help with what years or models have compatible parts for this powerhead, carb, lower unit, etc would be greatly appreciated.
