help with high idle

Ok...after removing flywheel and replacing timing belt i brought #1 cyclinder to TDC, reset flywheel with the straightline mark aligned with arrow on distributor pully (per seloc manual) turned the key and engine fires right up but is at very high idle ( idle adjust screw not even touching )...primary pickup timing stable at 4 degrees btdc. tried moving timing belt pully one notch clockwise and that resulted in rough running so im assuming the first belt setting is the correct one...seems like the only way to get the distributor to rotate more to obtain a slower idle is to change the position of the actuator plate which would then throw off my primary pickup timing ....any suggestions would be appreciated

On that motor , the dissy should be abe to retard significantly from the idle pickup position. There is an idle stop screw that sets minimum throttle position, can you back it out to allow the dissy to retard? It will not hurt the motor to idle at 2 degrees or so ADTC, as long as the carbs do not start to open until the dissy is at 4-6 BTDC.
