I finally got to run my boat and I hit 60 mph at 5400 rpms with a 24p stainless prop. My question is would I gain more speed by dropping to a 23p stainless prop and getting another 150 to 200 rpm bringing me to the top of the operating range of 5000 to 5600?

Not an expert but to me your dialed in pretty good.A drop in pitch might result in about the same speed but a little better holeshot.
You might want to fine tune your setup. At that speed a 1/4' increase in height could make a world of difference.A jack plate may give you better results than playing with the prop at this point.Once your all set up then a prop change might improve top speed.
