help with shifting

I have an 88 70hp evinrude that I just got a lower unit for; my question is what's the back yard mechanic way to set the shift rod, and what should the eng be idling at for a smooth shift?

idle is as low as you can get it, and it stay running. usually 600-750 in the water and in gear.
