help with year on mercury please! also wireing!

i found this number on what looks like a freeze plug c145757. serial number is oc145757 also this motor has no controls and I need some advice on how to wire it up the key, tilt and trim. Also it has an external oil mixing thing that I guess pre mixes it for you. Should I trust this thing? it is wired to the motor from the factory. all I know about this motor is that it is a mercury 60 hp 25'' shaft. thank you for any help you can give!

oh and I took the lower unit apart and it has a plastic piece under a rubber piece on top of the shaft. What is that for and if it is split do I need a new one?
