On my 40hp Johson Model JKL25D motor. The throtel is not hooked up, is neutrel in the center? If so why will it turn over all the way forward, and not in the center?

Is that a 1963 RK-25D instead of JK? A RK is Electramatic shift. Is that what you have? If the throttle cable is not hooked up, what does that have to do with anything? The safety switch is on the motor, has to be at slow throttle settings to start the motor.
I don't understand the question.

when you say its electric, do you mean push button? If so no this one is not. Where would the safty switch be found on the motor? The prop turns when trying to start. What would cause this? Yes it is rk25d.

Evinrudes have push buttons, Johnsons have a single lever control with a switch inside the control that does the shifting. RK is Electramatic shift, RD is manual shift.

The safety switch is on the side of the powerhead, up near the flywheel and is operated by the magneto's armature plate as you advance/retard the throttle and spark advance.

where or what does the safty switch look like? I looked and cant seem to see anything that would move.
