Hesitation on acceleration

1994 Mercury 90hp 3cycle

Problem: hesitation on acceleration - starting is moderate; sometimes I gotta put the throttle in gear to start and kick back the throttle to neutral. Idle runs fine; but when I throttle pass 4000 rpm it starts to hesitating. So as long as I throttle down below 4000 rpm she runs fine. I noticed the bulb to be flat as well.

Soluations I have already tried:
Carbs cleaned
Check and change my water/fuel separater filter, fuel filter, and bulb

Any suggestions would be appreciated.

mine was doing the same thing when I was using a temporary tank and it was my connection fittings at the tank and at the motor. They weren't making a good solid connection and it was sucking air at the connections. I installed new connections and it works fine now........

have someone pump the bulb when it does this - if it improves fuel pump rebuild .
