Hesitation on acceleration

I have put in my second rebuilt kit, this time a Holley kit since I read somewhere that the other kits did not always solve the problems with Holley carbs. The accelerator pump is definitely squirting gas (but maybe not enough?). But now I am wondering if it could be that I have the wrong power valve. It is a 3.5, which came in the kit. But my vacuum at idle is about 15" and the Holley instructions say to use a power valve that is 1/2 of the idle vacuum. So maybe I should try a 7.5 power valve. Any comments?? I can be running fine at say 2000 RPM and punch it and it hesitates before picking up, or dies if I don't come of it quickly. However, I can double pump the throttle and get it up to a cruise speed and it runs fine once there. Or I can just slowly increase the throttle and get it up to speed also.

What engine, need full model number and/or the Volvo serial number if you have it.

Don, it is a 2000 model Volvo 3.0L (Charcoal). I'll get more numbers when I get home tonight. The carb kit I put in was a Holley 703-30 Renew Kit. It is a 2 barrel Holley carb.
