high idle, 1999 130 v4 2 stroke

the engine has been sititng for two years, i put in new gas, new oil, changed plugs, new battery, changed all the tie wraps on all fuel lines to actual metal hose clamps, new inline fuel filter, checked and cleaned all fuel lines, took auto primer apart and cleaned, new primer bulb. The fuel lines hold pressure with no leaks, the engine starts right away with half a crank but it idles at about 2000 rpm. the throttle plates are closed the entire way, there is slack in the rest of the throttle assembly so i know its not open. the only way i can get it to slow down is to manually open the primer valve (little red schrader valve) which floods it with extra gas.
The motor only has 100 hours on it and had a $1000 service prior to parking it two years ago (previous owner). What else can i check? I've manually disconnected the auto primer just to ensure its not screwing things up but that didnt make a difference. I took the boat out under full power and it runs fine but i have to start and finish with the manual primer open so it basically floods it and slows it down. The engine otherwise doenst miss a beat and runs great.
what am i missing

Your primer may be leaking air past it. If it can get air, beyond the throttle plates, it will.

Make sure your timer plate is going full againt the idle timing stop screw.

Hi,
after reading some other posts i came across a good idea of spraying carb cleaner (or something that would change the idle speed) around the fuel lines to see if i had an air leak. Tried that and everything is nice and tight. then...... I thought i would visually check the throttle plates again for the 100th time, this time i really stuck my head in there and just looked at all four for awhile and slowly opened and closed them, opened and close, open and closed... and i noticed one bank didnt quite actually close 100% ..... Oh im so embarassed, all that time looking for the problem and there it was.... I dont know why they were adjusted like that (I've only had the boat 2 months) but im still amazed that extra millimeter caused such a high idle.

yep more air = ,ore fuel = high rpm
