High Idle Lever Adjustment

I have read in several previous posts about the high idle lever becoming loose and not working properly. In my situation the lever goes up and down with tention (but not stiff) in both directions but it doesn't seem to move the trottle very much. I just bought the boat and motor (48sles) and havn't had a lot of time to tinker with it. Can the lever be adjusted to move the trottle more (and if so how)? I starts fine right now, but its warm, and I'm a duck hunter, so I'm concerned with cold weather starting.

all the fast idle lever dies is move the throttle cable independently of the shift cable. if throttle cable is properly adjusted to the motor, it should move fine, also could be cable is stretched, and just about shot. you might try spraying some WD 40 into the control.
